OK, read the below first
http://tfwiki.net/wiki/Scale
So still want to collect figures by scale? Read on :D
The hard, mathematical way is:
compare the figure's alt-mode dimension with the real-life size dimension.
in short (real width) / (alt-mode width) then you'll get the scale
e.g 4800mm / 150mm = 32, so the scale is 1/32 (tadaa !!!)
So, the tricky part is actually finding
1. The correct alt-mode
2. Alt-mode dimension (hint: use the ruler)
For figure's dimension, luckily we have http://tformers.com/reviews.php
For actual dimension, we can use wikipedia / image search / google search / luck T_T
So it's very tricky haha

Q: So the easy way to compare?
A: Just put ANY PCC minicon besides any alt-mode TF figures and IF you can imagine the minicon can sit comfortably in the TF figures' alt-mode's seat / cockpit, then it's more-or-less 1/32.
For 1/24, you can take any Human Alliance, errr, human figure and do the same.
For 1/60 scale, you can take the Diaclone's driver figure for comparison

Q: Other scale for easy comparison?
A: Why you want other scale?
OK seriously, AFAIK there are no other human-like figure
what can be done? divide actual dimension with toy dimension (see above)
~~~~
Q: So the minicon is what height if it's actual human-size?
A: It's normally 55mm, so just do 55 x 32 = 1760 mm OR 1.76m (5 foot 9, short guy)
So it's simple, you just need some imagination only :D
